LCI is a project that measures and evaluates the speed of development, quality, infrastructure, and policies of provincial governments and cities in Vietnam in the field of logistics services. This initiative has attracted various organizations, government agencies, and enterprises that are interested in participating, implementing, or sponsoring the project since its inception in 2019.
The project will provide metrics to assess the development speed, quality, infrastructure, and policies of provincial governments and cities in Vietnam. In particular, the LCI project will offer a comprehensive overview of the logistics service industry in various provinces and cities in Vietnam. The LCI index will serve as an effective policy advocacy tool to help state management agencies at all levels plan development policies and logistics planning tailored to the economic development specifics of each region.
Additionally, LCI aims to research the logistics competitiveness index of economic regions to implement Resolution 120/NQ-CP dated November 17, 2017, regarding the sustainable development of economic regions and the integrated planning of the Mekong Delta spreading to other economic regions.
The results of LCI will also support enterprises in building directions for production and business development. Upon completion of the project, it will fulfill Task 36 related to enhancing support policies for logistics service enterprises and Task 60 concerning the ranking and evaluation of the competitiveness of the logistics service industry and enterprises within Decision 221/QD-TTg dated February 22, 2021, entrusted to the VLA Association by the government.
Moreover, according to Professor Dr. Nguyen Ngoc Tran, the LCI project advisor, this is an important initiative that meets the right needs at the right time, with the right audience and the right choice of partners for research. It is believed that the project will achieve positive outcomes.
The Provincial Logistics Competitiveness Index (LCI) project is an initiative of the VLA Association, involving research units under the VCCI, the Vietnam Logistics Research and Development Institute (VLI), and Dream Incubator (DI).
Recognized as a critical service sector in the national economic structure, logistics plays a role in supporting, connecting, and promoting the socio-economic development of the country, enhancing the competitiveness of the economy. Therefore, enhancing the competitiveness of logistics enterprises to increase the value of import and export activities is crucial, especially in the post-COVID-19 context.
The procedures of relevant authorities should facilitate better control of transshipment through border gates, providing convenience for shipping companies, customers, etc. With the ongoing complexity of COVID-19, logistics operations need to be prepared with contingency plans regarding vehicles and personnel, especially given the cost implications for small and medium-sized enterprises.
According to VLA statistics, approximately 90% of logistics enterprises in Vietnam are operational, yet they only hold around 30% of the market share; the remaining 70% belongs to foreign enterprises.
While there is a large number of enterprises, they are mostly small or medium-sized, with limited internal capacity in terms of capital, human resources, international operational experience, and fragmented links within the logistics supply chain and between logistics service providers and import-export businesses. This limitation affects both the buying and selling sides, constraining domestic logistics enterprises.
Therefore, the LCI project contributes significantly to the development of the logistics service industry in various provinces and regions of Vietnam and the business community in general.
